I. Working principles

(1) Comprehensive evaluation, classification and classification. According to the epidemic situation of the source country (region) of imported non-cold chain goods, the type and characteristics of the goods, the mode and duration of transportation, loading and unloading methods, etc., the risk of the goods being contaminated is comprehensively evaluated, and preventive disinfection or release measures are taken according to the classification. Imported cold chain food shall be handled in accordance with the current technical guidelines for classification and classification.

Imported non-cold chain articles refer to imported articles whose transportation temperature is above 10℃.

(A)Pollution risk classification standard for imported non-cold chain articles.

1. The contamination risk of imported non-cold chain goods is divided into low risk and high risk.

2. Determination principle of pollution risk level of imported non-cold chain articles.

(1) If it meets any of the following conditions, it is judged as low risk.

Non-cold-chain goods imported from low-risk COVID-19 countries (regions);

All bulk goods, including coal, ore, chemical raw materials, grain, feed, forage, logs and other imported non-cold chain goods;Non-cold-chain articles imported by aircraft, ships, trains and automobiles carrying entry articles more than 24 hours after departure from the port of departure;

Imported non-cold chain articles that are not in contact with stevedores during loading and unloading;

Imported non-cold chain articles that have been prophylactically disinfected.

(2) Imported non-cold chain articles that do not belong to any of the above situations, or whose risk level cannot be determined, shall be judged as high risk according to the "strict" principle.

(3) If confirmed cases or asymptomatic infected persons are found among the passengers of the transport vehicle carrying the imported non-cold-chain goods, the local joint prevention and control mechanism will comprehensively evaluate the risk level.

(4) The risk level of imported non-cold chain items for special purposes shall be comprehensively evaluated by the local joint prevention and control mechanism.

(B)Implement prevention and control measures for imported non-cold chain goods by classification and classification.

1. Epidemic prevention and control measures for high-risk imported non-cold chain goods. Preventive disinfection shall be carried out for imported non-cold-chain goods judged to be high risk in accordance with the division of labor and procedures stipulated in the Notice on Printing and Distributing the Work Plan for The Detection and Preventive Disinfection of Imported High-risk Non-cold-chain Container Goods issued by the Comprehensive Group of the Joint Prevention and Control Mechanism of The State Council (JOINT Prevention and Control Mechanism Comprehensive Development [2020] No. 277). Novel Coronavirus nucleic acid testing of imported non-cold chain articles is no longer carried out in all regions.

2. Epidemic prevention and control measures for high-risk imported non-cold chain items not suitable for preventive disinfection. For dangerous chemicals, live animals, feed, feed additives, fruits, vegetables, precision instruments and other articles without outer packaging or whose outer packaging may cause infiltration contamination of disinfection liquid, novel coronavirus nucleic acid testing and preventive disinfection shall not be carried out. Local joint prevention and control mechanisms shall dispose of them in an appropriate manner according to the circumstances.

3. Epidemic prevention and control measures for low-risk imported non-cold-chain goods. Novel Coronavirus nucleic acid testing and preventive disinfection of imported non-cold chain articles judged to be of low risk will no longer be carried out.
